Nearly every jurisdiction in this group gives homeowners a statutory mediation right, a long pre-suit notice, or both. The catch is uniform: the windows to claim them are short, they run from the date paperwork was mailed, and missing one usually forfeits it permanently.

  • Connecticut — strict foreclosure, and a 15-day mediation deadline

  • Delaware — automatic mediation, and a 30-day certificate deadline

  • District of Columbia — a 30-day mediation election, and void sales without it

  • Maine — the Foreclosure Diversion Program, requested within 20 days

  • Maryland — a 45-day notice and an unforgiving 25-day mediation window

  • Massachusetts — a 90-day right to cure filed with a state regulator

  • New Hampshire — 45 days, and you must enjoin the sale before it happens

  • New Jersey — long timelines, free mediation, and a right to buy the home back

  • New York — the 90-day notice and a mandatory settlement conference

  • Pennsylvania — Act 91, HEMAP funding, and reinstatement an hour before the gavel

  • Rhode Island — mandatory mediation, and sales voidable for a year without it

  • Vermont — strict foreclosure, and mediation available after judgment

What is true across the region

New York, New Jersey, Connecticut, Delaware, Maine, Maryland, Rhode Island, Vermont and DC all have mediation or conciliation programs. Timelines here are the longest in the country — two to four years is common in New York, New Jersey and Connecticut. Post-sale redemption is rare; Vermont, Maine and Connecticut all run their redemption periods before the sale, which catches people out.
